Korea's oversupplied used-car market keeps low-mileage cars cheap, so even after shipping and the modest taxes, the right car can land for less than the local price. Why the UAE is an easy fit
There is no steering-side problem: the UAE is LHD like Korea. The country is also a major regional car hub, so Korean models are familiar and easy to service. The two things to plan for are the GCC conformity step and the vehicle age.
The cost: low tax (about 10% all-in)
On the CIF value (car cost plus insurance and freight), the UAE applies:
- Customs duty: 5% of the CIF value.
- VAT: 5%, charged on the duty-inclusive value.
That compounds to an effective tax of roughly 10.25% of CIF, which is low compared with most import markets. Once shipping and insurance are included, total import overhead typically lands around 13% to 18% above the purchase price. (Dubai Customs)
The real step: GCC conformity for registration
GCC-specification cars register most smoothly. A car imported from Korea is usually not GCC-spec, so before the RTA will register it you need a GCC Conformity Certificate from the Ministry of Industry and Advanced Technology (MoIAT). The car must meet GCC standards for safety, emissions and climate tolerance, and occasionally needs small modifications (lighting, or cooling suited to UAE heat). (MoIAT conformity services)
The age rule
The UAE generally restricts used-vehicle imports to cars under 10 years old, measured from the year of manufacture. Older vehicles usually need special pre-approval, which is not granted automatically, and cars over 30 years can qualify as classics with a separate permit. The full process, step by step
- Confirm the car fits. Under 10 years old, clean condition, a model that can meet GCC conformity. We check this first.
- Korean export paperwork. We file the export declaration, de-register the car, and issue the commercial invoice and bill of lading.
- Shipping. Usually RoRo or container from Incheon, Pyeongtaek or Busan to Jebel Ali or Abu Dhabi. Transit is typically 2 to 5 weeks.
- Dubai Customs clearance. Pay the 5% duty and 5% VAT. Customs issues a Vehicle Clearance Certificate (VCC) and a temporary blue export plate for the short drive to inspection.
- GCC conformity and inspection. Obtain the MoIAT conformity certificate, complete any required modifications, and pass the RTA technical inspection.
- RTA registration. Register the vehicle and get UAE plates and insurance.
What works well for the UAE
- SUVs and crossovers: Hyundai Tucson, Santa Fe and Palisade, Kia Sportage and Sorento, Genesis GV70 and GV80. Strong demand and resale.
- Premium sedans: Genesis G80 and Hyundai Grandeur do well.
- Strong air conditioning and engines suited to extreme heat. Confirm the spec before buying.
- Manufactured within the last 10 years, ideally a model that meets GCC conformity with minimal modification.
